It is by Edward Lear, a Victorian author of limericks and nonsense verse.
I guess the full text is not easily found on the net (yet).
But it is still available in collections of children's poetry. Think Public Libraries.
Also, I recently saw in bookstores as a beautiful picture book with illustrations by Terry Gilliam, of Monty Python.
